Yes, I was just reading it now and noticed that, along with
Accept-Language. They make an interesting combination.

Would it be possible to have the draft HTTP 1.0 recommend using
unicode-1-1-utf-7 for multilingual documents? With that, and a
specificaton for the language tagging (so one can change languages
mid-stream), this seems like a winner.

Note, the language tagging I am proposing does not preclude using
various tags/attributes in HTML.
