Naive question: successive <ADDRESS> tags

Subject: Naive question: successive <ADDRESS> tags

Seems a little late in the game for me to be asking this question, but
what is the proper interpretation of successive <ADDRESS> tags not
separated by a <P> or something else which would force a newline/ new
para? Is the assumption that they will fill in from the right, ie.
with last <ADDRESS>text</ADDRESS> at the right margin, last-1 to its
left, etc.? or is a newline implied by the as it were necessity of
placing both at the right margin?

(I've just turned up a buglet and am hoping for the easy way out :-(
