Two options:
  - use the URN scheme to find the nearest wais home page, the nearest
    web map, the nearest <blah>, and have the presence of the menu
    configurable in the Makefile?
  - configure a menu structure entirely by user preference, with no
    menu being the default.

This solves:
 -- services going away
 -- non-internet users going `what the hey?'
 -- newbies going `what the hey?'
