Because the local server can't apply access permissions as reliably - e.g.,
if I use the local server, it accesses the files as www,www.  If the file
is read only by me, or read-only to a group that I belong, this won't work.
I want to use the built in UNIX permissions and not have to set up special
access files - this is for local access only, not general use over the network.
