This sounds like the annotation feature that was (is?) in the NCSA
browser (or additions to it). I think this whole discussion is headed
in that general direction. I happen to like this feature, because it
fits with the Workflow concept. This signature discussion could be
treated as an enhancement to this feature, where the annotation is
password or account controlled. Public and private annotations would
then be used to "work" the document through the sign-off process.
