I don't think so. This is fundamentally broken. If you wish to do
code switching within an SGML document, then you need to use the
code extension techniques already defined in ISO 8879:1986 Annex
E.3 Device-Independent Code Extension and based on ISO 2022. Using
this technique also requires the use of markup suppression as
specified in clause 9.7.

If you're seriously thinking about doing code switch inside a
document or entity, you really should be thinking about using
Unicode.
