Dan asked for recommendations about tools to maintain the RFCs.

Since most of the RFC writers in this group are SGML fluent,
You may want to consider using OCLC's FRED translation facility
to manage the RFC problem... You can maintain the true version
with the richest markup (SGML) and translate down trivially to
HTML or ASCII.
