Disappearance of <dfn>, <u> and <s>

Could someone please recall the reasons why <dfn> <u> and <s> were
removed from HTML 2.0? I can't remember when it was, nor why we agreed
to it.
(I'm not asking for reinstatement at this late stage, although I think
they should come back in 2.1, but I'm trying to document the process
and seem to be missing this information).
