Glenn,
I think you are saying that it would be OK with existing practice if:
- the document character set is IS 10646
- the default representation character set is ISO-8859-1
The latter point is VERY important for lots of European Web pages,
which use characters like =E6, =F8 and =E5 freely scattered through
ordinary HTML without using any special numeric or name references.
