SGML did not spring from a vacuum.

SDL has other interesting features, like a CHARSET attribute
(obstensibly for changing font...) and an

<IF>...<THEN>...<ELSE>

set. Rainbow was designed as an intermediary step in conversion from
WP data.

I do not think they are representative of the larger body of SGMLL
practise.
