I completely agree with Larry re: ISO 2022. ISO 2022 is clearly not
a coded character set nor should be construed as one. The first
sentence of ISO/IEC 2022:1994 says as much:

1 Scope

This Inernational Standard specifies the structure of 8-bit codes and
7-bit codes which provide for the coding of character sets.

The key language here is "provide for". ISO 2022 may be viewed
as an encapsulation technique (i.e., an encoding scheme) for
composing complex strings from simple strings where a simple
string is a sequence of coded character representations as
defined by a single coded character set.
