Character markup in HTML3 vs. HTML[012]

The HTML spec-02 says "Level 1 interpreters must render highlighted
text distinctly from plain text." This language seems to have
vanished from specv3-00, leaving the question of what a browser that
can't do these thing should do, leaving open the possibility that the
highlighted text won't be distinct from plain text.
Is this intentional?
