I agree with all of Paul's clarifications and rewordings.
My point in mentioning end of entity was to emphasize that, in the absence
of a closing '--', an Ee is the only thing that can terminate the comment,
i.e., an tagc '>' or other markup should not be construed to terminate it, etc.
