One might point out that HTTP already has Last-modified: and Expires:
headers, most web servers use them where applicable, and most clients
likewise make use of them in their caches, and automatically reload pages
when the time is up, and so forth. The feature you're asking for already
exists, and has so for several years.

But thanks for suggesting it anyway...
