I must agree with Eric. If we are creating a profile of SGML, deferring to
in the spec is both appropriate and necessary.

It may well be worth to time to write up an "HTML implementors guide"
containing many of the discussions we've had here, ranging from lexical details
to error handling, but that's a different task than getting the current
spec out the door. We're already falling rapidly behind reality, and we
can't do much on a 2.1 or 3.0 until we get this off our plate.
