June 15 draft: INPUT, ISO-8859, SGML references

OK Joe, could you spin another text version? I hope to send this
one clear to the RFC editor, so make it good!

Also, folks: if you find your comments straying from suggested
edits to this draft, PLEASE CHANGE THE SUBJECT LINE. I'm fond
of using the hypertext archive to see if I've caught everything,
and threads that wander off without changing the subject line
don't help.

I think I've incorporated all the outstanding comments in this draft.
Unfortunately, I had to do some major surgery on the INPUT verbage.
I hope you like the results.
