While I agree with Joe's sentiment that like things should stay 
together, and almost said something at the time, Lee has argued
plausibly that the change he requested relaxed an unintentionally
over-strict content model to match current practice.  It's a
disgusting result, but that's what happens when usage is never
constrained.  I have to support Lee (and Dan's judgement in making
the change at the last minute) here.
BTW, I think having element names that are plurals of others is evil:

sure can confuse the careless reader ...
