You could also use something like
mailto:user@host?subject=urlencoded-string
I suppose. Does that work for you?

It's not much more elegant than the others, but it seems more in the
spirit of a URL, and does at least imply that you could incolde a
fixed subject in a mailto URL, outside of Mosaic and HTML.
