Tags with native names, attribute values in native languages, and
shortrefs using native symbols (like the angle bracket quotes
representing a <BLOCKQUOTE> element).

The ERCS site has some discussion about this:

I think this is desirable at some point (and I think I suggested
using ERCS maybe 4 months ago or so).
