Yes, this discussion of mappings etc. is all primarily just an
abstract concept which provides a formal base for allowing
multilingual document in the WWW. Most browsers will just simply
decode douments into their system representation, and use that, for
everything except NCR's.

As we've said before, no substantial changes to current browsers are
required.
