I've taken a stab at what the HTML format rules might be.

*2c. HTML Format Rules

* RFCs in HTML format shall comply with RFC YYYY "Hypertext
* Markup Language V 2.0" or the RFC(s) that obsolete it.

* The RFC shall be suitedfor both graphical and non-graphical browsers.

* All links shall be to normative documents of equivelant status (eg. RFCs
* to other RFCs) unless clearly identified as non-normative and placed in
* separate nonnormative part of the RFC.

* If there are ASCII or postscript versions of the same RFC, any
* difference shall be related to format. The substance of all such
* documents shall be identical.

* All documents the RFC links to shall be operational and current as
* of the date of the RFCs. publication.

* RFCs in HTML format shall have htm as a suffix.

I picked htm rather than html or both because of of the symmetry to ps and txt.
I'm open to comments.

I see the problem. But those solutions are well underway. (Sy I in a fit
of naive optimism :-)
