In the second case the RE's translates to spaces:

Should the spaces come out as blank lines between the HR's or should the word
wrap code make them go away?
This is related to the problem of:

paragraph text
In this case the paragraph text gets a leading space inserted which needs to
be removed.
These examples are based on translating RE to a space except when inside of a
PRE. Is this the right way to treat RE?
