http server which returns "charset:" correctly

My request below is related to this list as I am working towards
having something workable for the i18n document. But please
reply privately to not bother the list more than necessary.

I am looking for a server, implementation or installation,
however experimental it might be, that is capable of correctly
returning the "charset:" parameter field in the MIME Content-Type
line as specified in the HTTP protocol specifications.

I have checked out the resources I know, without any result.
Gavin Nicol told me that there might have been somebody
who did an experimental implementation, but he didn't
remember anymore who it could have been.
Any related information, including pointers to information
sources I might not be aware of, more detailed rumors,
hints for how to do it in case I have to do it myself, and
of course volunteers that would like to hepl with it, are
greatly wellcome.
